Hours: 40 per week                                                                            Date: June, 2017
 
SUMMARY:   The foreman supervises and works with a small group of employees engaged in semiskilled or unskilled manual labor.  This employee also completes work assignments in accordance with established procedures and exercises judgment in modifying work plans to meet unexpected situations.  The foreman also receives instructions and general supervision from a supervisor or higher level of supervision.  Work is reviewed by reports and frequent site visits.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Possesses a C.D.L. Class B.
  • Plans, assigns, supervises, and works with a crew engaged in such activities as installing or replacing water meters, mowing, painting, etc.
  • Reads, repairs, and makes taps for water meters.
  • Supervises and maintains the sanitary sewer collection system for the City.
  • Installs sewer mains, laterals, and storm pipes.
  • Operates sewer locator TV, backhoes, mowers, trucks, graders and other equipment.
  • Repairs and clears clogged sewer lines by operating and maintaining sewer jets.
  • Repairs airfield fences and lighting.
  • Assigns personnel to work tasks and assists them with their job.
  • Responsible for monitoring and maintaining supplies and equipment.
  • Maintains yards, buildings, water well houses, lift stations, vehicles, water pumps, streets and sidewalks, athletic fields, playgrounds, roadways, fences, gates, lighting, and runway.
  • Assigns work and performs evaluations of workers.
  • May have to operate heavy equipment such as loaders, backhoe, and sewer jet equipment.
  • May need special licenses and certifications.
  • Completion of a basic computer skills test is required
  • Responds to after hour emergencies.
  • Responsible for safety of personnel and equipment.
  • Makes oral, written, and computer reports on operations.
 
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and/or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
 
EDUCATION/EXPERIENCE: Graduation from high school or possession of a GED is required, preferably supplemented by a considerable amount of experience in public works and public utilities, or in construction trades with some experience as a lead worker or the equivalent of a Maintenance Worker III level.  A comparable amount of education, training, or experience may be substituted for the minimum requirements. The applicant must maintain a valid Florida CDL license minimum class “B”. A level III certificate issued by the FWPCOA or FDEP is required in distribution/collection systems operations. Basic computer skills required and reasonable speed in using them desired.
 
 
REASONING ABILITY: The employee must also be able to follow complex oral and written instructions.
 
OTHER SKILLS AND ABILITIES:
 
  • Ability to keep records and prepare simple reports.
  • Ability to use various hand and power tools related to the job in the operation of automotive equipment.
  • Ability to perform basic mathematical calculations such as addition, subtraction, division, multiplication, and fractions.
  • Ability to read safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.
  • Possess a valid Florida driver’s license.
  •  Ability to plan and organize the work of subordinates.
  •  Knowledge of safety practices in the construction trades.
  •  Ability to type using Microsoft word, excel, and e-mail.
 
WORK ENVIRONMENT/ADAEmployee may work inside an office environment, or outside in various weather conditions, with radiant energy, grease or oils, solvents, or chemicals.  Employees may have to work in dusty conditions, poor lighting, noisy conditions, and darkness or on uneven surfaces.  Some job tasks may require employee to bend, stoop, drive, kneel, operate equipment, crawl, push or lift or carry 75 pounds or less.
