POLICE CIVILIAN EVIDENCE TECHNICIAN

 

Pay Grade: 112                                                                           Dept: Police
Exempt: No                                                                                Reports to: PD Civilian Evidence Supervisor

Hours: 40 per week                                                                    Date: May, 2018

 

 

SUMMARY: This is a Civilian position that stores, records, and retrieves found or confiscated property and evidence, and performs technical operations, clerical duties, and tasks specific to the position. This position also provides technical support work to include processing crime scenes, police evidence identification and collection in the field.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Receives and logs evidence and properties.
  • Processes evidence as directed.
  • Reproduces audio/visual tapes.
  • Operates a computer terminal.
  • Submits evidence to crime lab.
  • Properly disposes of property and/or evidence.
  • Opens and closes evidence facility and maintains proper record management.
  • Transports evidence with chain of custody.
  • Computer based learning in Police Department evidence software.
  • Audit evidence inventories.

DUTIES AND RESPONSIBLITIES IN FIELD:

  • Processes and photographs of crime scenes.
  • Collect, identify, and preserves physical evidence under conditions that may be disagreeable or unpleasant.
  • Must obey and follow established policies and procedures for collecting physical evidence and allowable documentation of such evidence.
  • Process other police evidence as directed by Police Supervisory personnel.
  • Process detailed sketches and scale diagrams for crime scene(s)
  • Support and provides clerical task dealing with evidence collections and identification to include but not limited to completion of FDLE lab submittal forms, classifications of all photographs other crime scene evidence
  • Testifies in court and prepares court documents for court presentation/cases.
  • Maintain detailed filing system of required records, reports and evidence management
  • Maintains supplies and vehicle for crime scene vehicle and other related tasks.
  • Transports evidence with chain of custody.
  • Work independently, requiring minimal supervision
  • Respond to crime scenes as directed by supervisor
  • Prepare written reports and submit monthly reports per departmental procedures.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Bachelor’s Degree preferred in a field related to Forensic Sciences or Criminal Justice. Graduation from high school or possession of a GED required. A comparable amount of training or experience may be substituted for education in any of the following areas: criminal investigations, crime scene processing, inventory control, and written and photograph documentation.

 

OTHER SKILLS AND ABILITIES:

  • Knowledge of evidence supplies, filing system, DeLand Police Department policy and procedures, radio codes, signals, and Unit identifications, FDLE submission requirements, and recording equipment (audio/visual). 
  • Knowledge of Florida State Statues, geographical areas, maintenance procedures, judicial procedures, and alarm system operations.
  • Ability to operate a copier, read a map, and operates a motor vehicle and a van.
  • Plan/execute detail planning for evidence transport and documentation.
  • Control all evidence at the crime scene and transport to Police Department Evidence Warehouse.
  • Control all evidence in/out of the evidence warehouse.
  • Meet all FDLE filing requirements for and evidence control and inventory.
  • Meet FDLE requirements for Crime Scene processing.

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written or oral forms. The applicant must have the ability to work with a minimum amount of supervision and to think and act independently under general supervision, initiative; tack, efficiency, and good judgment are required.

 

WORK ENVIRONMENT/ADA: The employee works primarily in a warehouse and office environment. While working, employee may be exposed to fumes, chemicals; narcotics, body fluid and blood, and employee may be required to be on-call.
