POLICE CIVILIAN EVIDENCE SUPERVISOR

 

Pay Grade: 113                                                                                                Dept: Police

Hours: 40 per week                                                                                         Date: September 2017

 

SUMMARY: The Evidence Supervisor is a highly responsible professional civilian position managing evidence/property, crime scene investigations, and the crime laboratory. This position supervises administrative and technical support personnel. The position also provides technical support work to include processing crime scenes, police evidence identification and collection. The Evidence Supervisor plans, coordinates, and oversees the Agency’s collection, preservation, custody, and analysis of evidence/property. This position conducts needs assessments, develops policy and procedures, researches and prepares recommendations for management, and provides training.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Completes, updates, submits required reports/document and accreditation reports.
  • Maintains control of and follows up on all related correspondence, reports, and other documents.
  • Completes time/attendance/leave reports.
  • Attends and participates in meetings, training sessions, seminars, and conferences as directed/required.
  • Processes Offense Reports.
  • Maintains and preserves chain-of-custody of evidence.
  • Respond’s to and coordinates major crime scene evidence collection.
  • Makes recommendations to staff regarding new/upgrade equipment procurement.
  • Generates proposals for new/upgrade equipment procurement.
  • Maintains evidence inventory.
  • Assists in monitoring chain of custody.
  • Prepares accurate reports of major crime scenes.
  • Researches new crime scene technology.
  • Oversees Evidence Section budget.
  • Maintains evidence room integrity/security.
  • Ensures integrity of evidence room and contents.
  • Prepares and transports evidence to FDLE crime laboratory.
  • Reviews/reconciles questionable property dispositions.
  • Supervises evidence management.
  • Audits evidence logs and/or locations.
  • Supervises evidence inventory audit.
  • Supervises disposal of evidence/property pursuant to Agency policy and in accordance with state laws.
  • Receives, routes, and disperses telephone calls/messages.
  • Maintains and verifies personnel time/work sheets.
  • Completes and submits monthly/annual activity reports for evidence section
  • Prepares, reviews, approves, and submits purchase requisitions for equipment/supplies.
  • Testifies at trials, hearings, grand juries or depositions.
  • Acts as liaison with intra/inter Agency personnel.
  • Develops Evidence/Property room budget.
  • Trains/retrains, monitors training status and progress of new personnel.
  • Makes recommendations to superiors as to unit training needs and resolution.
  • Reviews employee training requests.
  • Reviews daily law enforcement shift/incident reports.
  • Receives and logs evidence and property.
  • Processes evidence as directed.
  • Processes and photographs of crime scenes.
  • Operates a computer terminal.
  • Submits evidence to crime lab.
  • Collect, identify, and preserves physical evidence under conditions that may be disagreeable or unpleasant.
  • Must obey and follow established policies and procedures for collecting physical evidence and allowable documentation of such evidence.
  • Process other police evidence.
  • Process detailed sketches and scale diagrams for crime scene(s)
  • Support and provides clerical task dealing with evidence collections and identification to include but not limited to completion of FDLE lab submittal forms, classifications of all photographs other crime scene evidence
  • Testifies in court and prepares court documents for court presentation/cases.
  • Maintain detailed filing system of required records, reports and evidence management
  • Maintains supplies and vehicle for crime scene vehicle and other related tasks.
  • Transports evidence with chain of custody.
  • Work independently, requiring minimal supervision but in collaboration with sworn police personnel
  • Prepare written reports and submit monthly reports per departmental procedures.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Bachelor’s Degree preferred in a field related to Forensic Sciences or Criminal Justice, minimum of three (3) years work experience in a related field. A comparable amount of training or experience may be substituted for minimum education requirements in any of the following areas: criminal investigations, crime scene processing, inventory control, and written and photograph documentation

 

OTHER SKILLS AND ABILITIES:

  • Knowledge of evidence supplies, filing system, DeLand Police Department policy and procedures, radio codes, signals, and Unit identifications, FDLE submission requirements, and recording equipment (audio/visual). 
  • Knowledge of Florida State Statues, geographical areas, maintenance procedures, judicial procedures.
  • Ability to operate a copier, read a map, and operates a motor vehicle and a van.
  • Plan/execute detail planning for evidence transport and documentation.
  • Control all evidence at the crime scene and transport to Police Department Evidence Warehouse.
  • Meet all FDLE filing requirements for evidence control and inventory.
  • Audit evidence inventories.

 

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written or oral forms. The applicant must have the ability to work with a minimum amount of supervision and to think and act independently under general supervision, initiative; tack, efficiency, and good judgment are required.

 

WORK ENVIRONMENT/ADA: The employee works both in an outside and inside environment This position works normal working hours and is expected to respond to all major crime scenes and is subject to routine call-out including nights, holidays, and weekends. Works in an office environment within lab processing areas, evidence storage areas (both inside and outside) and other outside areas with exposure to inclement weather conditions, various odors, chemicals, hazards and pathogens in the work environment with close contact with the public and where exposure to elements and/or pathogens is highly foreseeable. Work involves the exposure to evidence which may be containing tissue and/or bodily fluids and may have potential biological, chemical or radiological hazard contamination or the use of chemicals, processes or materials that may have carcinogenic or health damaging properties in the handling or analysis of evidence (these examinations may pose a potential biological or health damaging risk). Additionally, many crime scenes are in dangerous, unsanitary locations and involve unsightly and disturbing images, such as severe body trauma, motor vehicle accidents, etc. and handling of deceased persons. This position is subject to random drug testing.
