Position Type: Full-Time                                                                                       Hours: 40 hrs/week

 

Job Summary:

The Zoning Technician is a professional technical position administering the City’s Land Development Code through the review of site plans submitted with building permit applications. Work involves substantial public contact and independent judgment answering inquiries about zoning and land development regulations and providing guidance on submission of permit applications. Work is conducted under the direct supervision of the Land Development Manager but will require coordinating with the Chief Building Official and other supervisory staff. This job requires a thorough knowledge of the zoning process and the ability to follow through on responsibilities.

 

Job Description:

DUTIES & RESPONSIBILITIES

  • Reviews all building permit applications to ensure that they are compliant with the City’s Land Development Regulations and other applicable codes and ordinances.
  • Provides information and direction to the general public regarding application procedures for all types of development, construction permits, zoning regulations, water/sewer service applications and business tax receipts.
  • Coordinates review of building permit applications with city staff members.
  • Reviews all permit applications and plans using the Accela Civic Platform and electronic plan review software.
  • Directs applications for necessary inter-department review.
  • Verifies completion of all required reviews and notifies applicant of approved permits and licenses.
  • Serves as liaison between reviewing agencies and the applicant. Performs specialized processing functions for building permits.
  • Manages customer questions and problems regarding permit requirements, and refers technical questions to appropriate staff, and advises customer of action taken as necessary.
  • Other duties as assigned.

 

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of the methods and techniques for administering building permits and zoning regulations.
  • Knowledge of architectural, building, and planning standards and regulations.
  • Ability to learn federal, state, and local zoning ordinances, codes, laws, rules and regulations.
  • General knowledge of electronic permitting software.
  • Knowledge of office terminology, procedures, and equipment, and of business arithmetic.
  • Knowledgeable of Microsoft Office Suite.
  • Ability to answer questions and resolve problem situations independently.
  • Possess excellent customer service skills.

 

EDUCATION AND EXPERIENCE REQUIREMENTS

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • High school or general education degree (GED) from an accredited institution is required.
  • Two (2) years’ experience with customer service involving site plan review and zoning administration preferred.
  • Associates degree with course work in planning, engineering or construction practices preferred.

  • Ability to maintain effective working relationships with others, including County, State, and Federal agencies, civic groups and the public.
  • Ability to develop and maintain good personal relationship with other employees and the public.
  • Ability to clearly and effectively communicate both verbally and in writing.

 

 

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee is regularly required to sit for long of periods of time performing repetitive functions. The employee must be able to access file cabinets for filing and retrieval of data. The employee must have the ability to sit at a desk and view a computer screen for extended periods of time.
