FOREMAN I
 
Pay Grade: 109             Public Works/Trees/Urban Beautification
Exempt:  No                  Reports to: Superintendent
Hours: 40 per week       Date: October, 2022
 

Job Summary:

The Tree Division Foreman supervises and works with a small group of employees, engaged in skilled manual labor, responsible for the pruning and removal of trees on the right of way and city properties. This employee also completes work assignments in accordance with established procedures and exercises judgment in modifying work plans to meet unexpected situations. The foreman also receives instructions and general supervision from a supervisor or higher level of supervision. Work is reviewed by reports and frequent site visits.

Job Description:

DUTIES & RESPONSIBILITIES

  • Plans, assigns, supervises, and works with a crew engaged in the maintenance and removal of trees on the city’s right of ways and owned properties.
  • Training of crew members in the safe work practices and proper pruning techniques for tree care operations.
  • Holds daily tailgate meetings to discuss safety and to relay information to the crew.
  • Responsible for monitoring and maintaining supplies and equipment.
  • Addresses citizens concerns related to right of way vegetation.
  • Evaluates subordinates job performance and follows the rules and regulations for disciplinary actions.
  • Keeps records and inputs information into the work order management system.
  • Provides the superintendent with weekly updates on crew performance and progress within the annual pruning schedule.
  • Responsible for management and disposal of debris generated from the pruning and removal of trees.
  • Helps select candidates and participates in the interviewing process to fill vacant positions within the division.
  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school diploma or general education degree (GED) from an U.S. Department of Education accredited institution is required.
  • ISA Arborist Certification required to be obtained within 2 years of employment.
  • Significant experience in tree trimming and removals is required.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid CDL class “B” or higher issued by the State of Florida with an acceptable driving record is required.

PREFERRED SKILLS

  • Some experience in public works, public utilities, or in construction trades is preferred.
  • Significant experience as a lead worker is preferred.

LANGUAGE SKILLS

  • Ability to communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with government officials, employees and the general public.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out complex instructions furnished in written and oral form.
  • Ability to read and comprehend safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.

OTHER SKILLS AND ABILITIES:

  • Ability to keep records and prepare simple reports.
  • Ability to teach and properly use various hand and power tools, equipment and vehicles related to the job.
  • Ability to perform basic mathematical calculations such as addition, subtraction, division, multiplication, and fractions.

WORK ENVIRONMENT/ADA: Employee may work inside an office environment, or outside in various weather conditions, with radiant energy, grease or oils, solvents, or chemicals. Employees may have to work in dusty conditions, poor lighting, noisy conditions, and darkness or on uneven surfaces. Some job tasks may require employee to bend, stoop, drive, kneel, operate equipment, crawl, push or lift or carry 75 pounds or less.
