PLANS EXAMINER

 

Pay Grade: B104                                                                                                     Building Division

Exempt: No                                                                                                             Reports to: Deputy Building Official

Hours: 40 per week                                                                                                 Date: 2018

 

SUMMARY: This position is responsible for technical administrative work and the enforcement of the various codes; law and ordinances regulating construction; fire safety, and the use and occupancy of buildings, structures and lands, whether public or private. The Plans Examiner has the primary responsibility to assure that the safety and health of the public is maintained through adherence to those requirements as established by law. This position reports to the Deputy Building Official.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews residential and commercial construction plans and specifications for code and ordinance compliance.
  • Reviews occupancy classification, minimum construction type, occupancy requirements, fire protection requirements, means of egress requirements, sprinkler requirements, rated fire assemblies, and accessibility requirements.
  • Approves or rejects building permits based on examination of documents.
  • Interprets codes and ordinances for architects, engineers, contractors, inspectors, and the public.
  • Conducts job site and office meetings with engineers, architects, contractors and owners, and effectively communicates code interpretations and permit requirements pertinent to commercial and residential projects.
  • Conducts building and site inspections as required.
  • Keeps new legislation concerning building and construction up-to-date.
  • Performs related work as required and assigned.

 

QUALIFICATION REQUIREMENTS: To perform this job, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: At least 5 years experience as an architect, engineer, inspector, plans examiner, contractor, or any combination of these is required. Incumbent must be licensed as a Standard Building Inspector and a Standard Plans Examiner in the State of Florida.

LANGUAGE SKILLS: The applicant must have the ability to establish and maintain harmonious relationships with employees and the general public. The employee must be able to present facts and recommendations effectively in oral and written form. The employee must also have the ability to communicate both orally and in writing.

 

OTHER SKILLS AND ABILITIES:

  • Thorough knowledge of Florida Building Code, Florida Accessibility Code, Florida Statutes and all Codes and Ordinances pertinent to commercial and residential construction.
  • Thorough knowledge of structural engineering practices as applied to the construction and inspection of houses, apartments, and commercial and industrial buildings.
  • Ability to develop long term plans and to evaluate work accomplishments.
  • Applicant must possess a valid Driver’s license issued by the State of Florida.
  • Ability to prepare effective written reports and to keep and maintain files.
  • Ability to explain the City’s policies, rules and regulations, codes and ordinances pertaining to building and construction.
  • Ability to read and interpret blueprints, site plans, and architectural designs, and ensure compliance with appropriate codes and ordinances.
  • Ability to understand building codes, state statues, local ordinances, plans, and specifications.
  • Ability to establish and maintain cooperative and effective working relationships with contractors, architects, public officials, the general public, and associates.

 

WORK ENVIRONMENT/ADA: This job includes work inside an office environment, which may require sitting, walking or standing to a significant degree. This position may require employee to bend, squat, reach, lift, turn or climb in either open or tight/confined spaces. The applicant may work inside or outside, in dusty or noisy conditions, and on uneven surfaces.
