INSTRUMENTAL CONTROL AND ELECTRICAL SUPERVISOR

Reports To: Utilities Maintenance Superintendent                                 Pay Grade: U119

Position Type: Full-Time                                                                        Hours: 40 hrs/week

 

Job Summary:

This employee is responsible for administration of all instrumentation, computer control and electrical systems for the Utilities Department and is skilled at the master electrician level. This employee supervises subordinate personnel engaged in planning, installing and maintaining the instrumentation, computer control and electrical systems within the water and wastewater treatment facilities, raw water wells, elevated tanks, lift stations, SCADA system, local and wide area networks, and building maintenance repair. The Instrumentation Control & Electrical Supervisor exercises extensive initiative and independent judgment in solving problems as they develop in order to maintain the continuous, effective, efficient, and safe operation of the instrumentation, computer control and electrical systems within the Utilities Department. Technical and computer expertise is of prime importance as error in technical judgment could result in extensive damage to the environment, facilities or both. Work is performed with wide latitude in the use of independent judgment and selection of work methods and procedures.

 

Job Description:

DUTIES & RESPONSIBILITIES

  • Directs preventive maintenance programs; reviews daily work orders and assist in preparation of annual divisional program budgets.

  • Consults with engineers staff regarding new construction projects; recommends additions and replacements of instrumentation, computer control and electrical systems; maintains service and maintenance records of repairs.

  • Makes recommendation regarding hiring, discipline and promotion of subordinates; authorizes leaves and overtime; evaluates and rates employee performance.

  • Insures that the Utilities department instrumentation, computer control and electrical systems are performing and operating efficiently.

  • Coordinates the daily operations of the Utilities department instrumentation, computer control and electrical systems. Confers with and advises the staff on difficult technical problems in their assigned areas.

  • Initiates and directs instrumentation, computer control and electrical systems investigations, troubleshooting and directs modification to the system to improve efficiency and performance.

  • Reviews the preparation of plans and specifications for construction, repair or maintenance to facilities.

  • Authorizes and recommends purchases of supplies and equipment.

  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

  • Inspects complex electrical and control equipment for proper operation and repair.

  • Coordinates with Power Company and others as needed.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school or general education degree (GED) from an accredited institution is required.

  • Extensive experience in the design, installation, operation and maintenance of plant process control and data acquisition (SCADA) systems in the water and wastewater treatment plant industry is required.

  • Extensive experience in the maintenance of high voltage electrical systems and equipment includes experience in the repair and installation of instrumentation including: primary sensing devices, indicators, recorders, automated controls, radio telemetry equipment, small transformers, motor controls, 480 volt equipment, transfer switches, generators, control panels, general building power and lighting is required.

  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements except for licensure/certification requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid Florida driver's license with an acceptable driving record is required.

  • Must possess at a minimum an active ER license for Volusia County.

  • Must be First Aid and CPR/AED certified or get certified within six (6) months of hire.

  • After probation, must be available for on-call work rotation as required.

PREFERRED SKILLS AND LICENSES

  • Possess and maintain a valid State of Florida CDL class “B” motor vehicles operator's license or higher with Air Brake and Tanker Endorsements and an acceptable driving record is preferred.

LANGUAGE SKILLS

  • Ability to clearly and effectively communicate both verbally and in writing.

  • Ability to establish and maintain effective working relationships with other employees, the City's management team, and the general public.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.

  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

  • Ability to read and comprehend safety manuals, instructions, memos, blueprints, schematics, financial reports, work orders, and professional journals.

OTHER SKILLS AND ABILITIES

  • Knowledge and experience in the installation, maintenance, and repair of all sizes of electrical equipment, controls, instrumentation, and mechanical equipment, such as, but not limited to controls, telemetry, recorders, transformers, switches, and engines and related equipment.

  • Knowledge of federal, state, county, and municipal laws and regulations relating to treatment of water and wastewater.

  • Knowledge of chemical and physical processes involved in the treatment of potable water and wastewater.

  • Knowledge of the electronics and electric circuitry used in Utilities operations.

  • Skill in diagnosing problems related to Controls/Instrumentations and Electronics.

  • Ability to establish operational goals and priorities.

  • Knowledge of standard practices, tools, terminology, and safety standards of the electrical and mechanical trades; as well as municipal safety rules and regulations.

  • Ability to work independently and in a diligent manner.

  • Good physical condition; possess sufficient agility and strength to perform manual work is essential.

  • Ability to respond to emergencies 24 hours a day.

  • Experience or knowledge of ladder logic programming for Square D, Allen Bradley, and Modicon PLCs, or similar experience.

  • Knowledge of installation, programming, and troubleshooting of Variable Frequency Drives (VFD).

  • Demonstrates skill in the ability to analyze and make recommendations on how to improve the operational performance of the department.

  • Ability to develop, organize, coordinate and inspect the work of subordinate personnel.

  • Ability to use a computer, with knowledge in the use of Microsoft Office Suite.

 

WORK ENVIRONMENT/ADA: This job requires walking, standing, pushing, bending, stooping, equipment operation and driving. The employee will work outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, in dusty condition, with hands, feet, and/or legs in wastewater and may handle chemicals.
