GIS ANALYST

Reports To: GIS Coordinator                              Pay Grade/Wage: 110/$23.29/hour

Position Type: Full-Time                                     Hours: 40 hrs/week

 

Job Summary:

Performs work in the development, maintenance and implementation of the City’s GIS in support of City departments and functions. Work is performed under general supervision of the GIS Coordinator.

Job Description:

DUTIES & RESPONSIBILITIES

  • Executes specific GIS projects
  • Designs macros for effective system utilization.
  • Maintains and updates GIS data and maps.
  • Performs data analysis using ArcGIS for Desktop/ArcGIS Pro.
  • Manipulates and analyzes data using ArcPy, SQL, and model builder.
  • Utilizes deeds, legal descriptions, and survey records to determine nature of parcel, right-of-way and other legal agreements.
  • Performs quality assurance on GIS data from both internal and external sources.
  • Interprets survey plats, topographic maps, construction layouts and record drawings.
  • Accurately adds and edits GIS data to the SDE database.
  • Provides maps and information in various formats to government agencies, companies and general public.
  • May perform in house printing or coordinate outside reproduction.
  • Participate in on call and after house duties as assigned. Must be available for overtime and emergency call outs when necessary.
  • Assists in preparation for, response to, and recovery from the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations and shifts.
  • Promotes positive customer service environment internally and externally.
  • Performs other job-related functions as assigned by supervisor.
  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associates degree or higher from an accredited college or university with a major in GIS, Geography, Planning, Engineering, Computer Science or related field is required.
  • Four (4) years working experience in GIS, and two (2) years with ESRI technologies (ArcGIS, Desktop/Pro, ArcGIS Server) is required. Advanced degrees can be substituted for years of experience.
  • Significant experience, proficiency and knowledge of ESRI and related products, ArcGIS for Desktop/ArcGIS Pro, Microsoft Suite, and other software program is required.
  • Experience in SQL, ArcPy (python), and Model Builder.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid Florida driver's license with an acceptable driving record is required.

PREFERRED SKILLS

  • GISP or ESRI Technical Certification is preferred.
  • Knowledge of public utilities is a plus.
  • Experience with AutoCAD is a plus.

LANGUAGE SKILLS

  • Ability to clearly and effectively communicate both verbally and in writing.
  • Ability to establish and maintain effective working relationships with other employees, City officials, other agency officials, civic groups and the general public.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.
  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.
  • Exercise independent judgment in the performance of specifically assigned responsibilities.

OTHER SKILLS AND ABILITIES

  • Working knowledge of public land survey system with ability to interpret property description and complex plats and profiles.
  • Ability to operate complex office and mapping equipment.
  • Ability to work independently.

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may reach, climb, walk, stand, stoop, drive, balance or push to complete job task. Employee may work in an office environment or outside in various weather conditions. May work in or with moving vehicles and/or equipment.
