POLICE CIVILIAN INVESTIGATIVE SPECIALIST (CIS)

 

Pay Grade: 116                                                                  Dept: Police

Exempt: No                                                                        Reports to: CID LT/SGT

Hours: 40 per week                                                            Date: March 2019

 

SUMMARY: This is a Civilian position that provides technical investigative support work to include conducting police candidate background investigations, crime analysis other investigative support duties as assigned for the Criminal Investigation Division within the Police Department.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (included, but not limited to):

  • Conduct and assist in background investigations, which provide comprehensive coverage of basic suitability, loyalty and security, for the purpose of determining candidate’s suitability for employment with the city of DeLand Police Department.
  • Conducts comprehensive in person interviews with the subject of the investigation, employers, associates, neighbors, references and other knowledgeable individuals and reviews appropriate records to obtain the facts needed to establish the background, reputation, character, suitability and qualifications of the candidate.
  • Conducts investigations initiated to resolve questions of employment eligibility developed by the Florida Department of Law Enforcement and the City of DeLand Police Department and the City of DeLand Human Resources Department.
  • Perform record searches at police agencies, courthouses, educational/financial institutions and medical/mental health facilities.
  • Operates a computer terminal.
  • Report results of the investigation in the specified format.
  • Reports to crime scene as directed by supervisor
  • Receives and logs evidence and property as assigned.
  • Submits evidence to crime lab as assigned.
  • Testifies in court and prepares court documents for court presentation/cases.
  • Maintain detailed filing system of required records and reports.
  • Transports evidence with chain of custody.
  • Work independently, requiring minimal supervision
  • Prepare written reports and submit monthly reports per departmental procedures.

 

ADDITIONAL DUTIES CRIME ANALYST:

  • Analyzes statistical data gathered from Police Department records.
  • Analyzes criminal activity data and offense reports for tracking the development of crime patterns.
  • Prepares graphs, maps and charts to show area of criminal activities.
  • Prepares presentations for community groups on crime statistics.
  • Retrieves criminal activity data from computerized law enforcement information systems.
  • Performs statistical and analytical research using computer applications, correlations and regression analysis and probability studies.
  • Prepares monthly and annual administrative reports as requested.
  • Designs, creates and maintains various crime and intelligence analysis databases for analytical purposes.
  • Collects, collates and analyzes data to determine crime patterns and trends across the City.
  • Works closely with the Criminal Investigative Division, aiding investigations and operations.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Graduation from high school or possession of a GED, and Four (4) years of general experience conducting military, local, state, or federal law enforcement INVESTIGATIVE functions within the last five (5) years; OR Three (3) years of experience specifically conducting background investigations as a local, state, or federal (includes Dept. of Defense) law enforcement officer. The employee must be in possession of a valid Florida driver's license upon being hired. A comparable amount of education, training, or experience may be substituted for minimum requirements.

 

OTHER SKILLS AND ABILITIES:

  • Must be proficient with Microsoft applications (e.g. Word and Excel)
  • Must be able to operate/use computer on a daily basis
  • Ability to walk, type, sit, or stand for long periods of time
  • Excellent time management skills
  • Exceptional written and oral communication skills, such as typing detailed reports 1-20 pages in length
  • Ability to pass a mandatory pre-employment drug test
  • Knowledge of DeLand Police Department policy and procedures, radio codes, signals, and Unit identifications, FDLE submission requirements, and recording equipment (audio/visual).
  • Knowledge of Florida State Statues.
  • Ability to operate a copier, read a map, and operates a motor vehicle.
  • Able to meet all FDLE requirements for background investigator.
  • Able to meet all FDLE requirements for Crime Analyst.

 

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written or oral forms. The applicant must have the ability to work with a minimum amount of supervision and to think and act independently under general supervision, initiative; tack, efficiency, and good judgment are required.

 

WORK ENVIRONMENT/ADA: The employee works primarily in an outside environment While working, employee may be exposed to fumes, chemicals; narcotics, body fluid and blood, and employee will be required to be on-call.
