DEPUTY CITY ENGINEER

Position Type: Full-Time                                                                                    Hours: 40 hrs/week

 

Job Summary:

This is professional engineering work performing technical engineering and project management activities related to the design, permitting, bidding and construction of public water and wastewater systems, public works and airport infrastructure and review, monitoring, inspection and approval of private development activities.

Job Description:

DUTIES & RESPONSIBILITIES

  • Oversees Engineering Division technical and engineering inspection staff.

  • Oversees the technical aspects of the planning, design, permitting, construction, operation, maintenance and repair of city infrastructure.

  • Serves in responsible charge of selected capital projects as assigned by the City Engineer

  • Develops work schedules for engineering projects.

  • Reviews proposed subdivisions and site plans.

  • Prepares and reviews water, sewer, stormwater and reclaimed permit applications.

  • Designs selected projects.

  • Prepares or reviews water and sewer operation permits.

  • Initiates and/or updates utility and public infrastructure design standards.

  • Consults with other city departments, consulting engineers, developers, regulatory agencies, contractors and other cities and the county on construction projects.

  • Reviews City right of way utility applications.

  • Responds to requests submitted by residents, bankers, realtors, brokers, cities, county, investors, developers, engineers, surveyors, and other city departments.

 

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s from an accredited college or university with a major in Civil Engineering or related field is required.

  • A minimum of four years experience in civil or utility engineering is required.

  • Experience in design, construction and maintenance of sewer and water systems is required.

  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid Florida driver's license with an acceptable driving record.

  • Possess and maintain a valid Florida Professional Engineer Registration or obtain it within six (6) months of hire.

PREFERRED SKILLS

  • AutoCAD experience is preferred.

LANGUAGE SKILLS

  • Possess excellent communication skills with the ability to clearly and effectively communicate both verbally and in writing.

  • Ability to establish and maintain effective working relationships with City employees, City officials, other agency officials, civic groups and the general public.

  • Ability to read and interpret plans, specifications and legal documents relative to public works planning projects.

REASONING ABILITY

  • Ability to read and comprehend safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.

  • Ability to assign and review work activities.

  • Ability to organize and supervise the work of others and to develop and maintain good personal relationships with others.

OTHER SKILLS AND ABILITIES

  • Knowledge of principles and procedures of civil engineering.

  • Knowledge of design and construction of public facilities.

  • Knowledge of site plan review and subdivision development of utilities.

  • Ability to prepare and evaluate engineering quantity cost estimates and contractor pay requests and perform engineering computations for working plans and design calculations.

  • Must be able to effectively manage and oversee multiple projects simultaneously.

  • Working knowledge of municipal capital and operating budgetary procedures.

  • Must be proficient in Microsoft Word and Excel.

 

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may have to reach, climb, walk, stand, stoop, drive, balance or push to complete job task. The employee may work inside an office or outside in various weather conditions, in or with moving vehicles and/or equipment, uneven surfaces, grease or oils, solvents, and chemicals.
