STREET/STORMWATER SUPERINTENDENT

Reports To:     Operations Manager                                       Pay Grade/Wage: 112

Position Type: Full-Time                                                         Hours: 40 hrs/week

Job Summary:

Oversees and supervises the planning and maintenance of storm water drainage, streets and retention ponds. As well as the day-to-day cleaning and maintenance of passive water spill ways and supporting structure for this program. This employee coordinates up keep and preventative maintenance with other departments and the general public.

DUTIES & RESPONSIBILITIES

  • Thorough knowledge of the methods and equipment used in environmental compliance of storm water infrastructure and heavy equipment.
  • Assist with managing the maintenance management program including inventory of all streets, trees, and retention and drainage areas within the City.
  • Assist with contracts and specifications, management reports and program proposals for upgrades and maintenance of street maintenance and storm water systems.
  • Have a good understanding of environmental requirements for street and storm water operations.
  • Assist with reviewing   plans for new street and storm water developments.
  • Monitors activities of utility companies, contractors and private citizens in relation to the requirements of the City ordinances.
  • Develops and implements a work plan and budget for the maintenance of streets and storm water engagement areas.
  • Reviews requisitions for equipment and supplies.
  • Supervises the purchase and application of street materials and supplies.
  • Trains new personnel in using departmental equipment.
  • Advises public and developers on street and storm water policies and associated City procedures.
  • Conducts public presentations on the City's street projects programs.
  • Coordinates volunteer support and work with community groups and provides professional advice to the community.
  • Supervises multi tasks and quick pace work environment.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school diploma or general education degree (GED) from an U.S. Department of Education accredited institution is required.
  • Considerable experience as a supervisor is required.
  • Five (5) years experience supervising employees in the performance of street maintenance and stormwater functions is required.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid State of Florida CDL class “B” motor vehicles operator's license or higher with an acceptable driving record is required.

PREFERRED SKILLS

  • Certification in FSA/FDEP E&S Control Inspector, Pavement Condition Index, road, stormwater or a closely related field is preferred.
  • Bachelor’s or Associate degree from an accredited college or university with a major in Public Administration, Construction Management, Engineering or related field is desirable.

LANGUAGE SKILLS

  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to develop and maintain effective working relationship with subordinates, officials, and the general public.
  • Ability to develop and maintain good personal relationship with other employees and the public.
  • Ability to write clear, concise reports, memoranda, and letters.
  • Ability to deal with the general public in a professional and courteous manner.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out complex instructions furnished in written and oral form.
  • Ability to read and interpret plans and specifications.
  • Ability to use good professional judgment recognizing established precedents and practices.

OTHER SKILLS AND ABILITIES:

  • Extensive knowledge of safety practices.
  • Ability to plan and organize the work of subordinates.
  • Ability to prepare and monitor the annual budget.
  • Ability to keep records and make reports.
  • Must be able to work independently and diligently. 

WORK ENVIRONMENT/ADA:  The employee may work inside an office environment or outside in various weather conditions, with radiant energy, grease or oils, solvents, or chemicals. Employees may have to work in dusty conditions, poor lighting, noisy conditions, and darkness or on uneven surfaces. Some job tasks may require the employee to bend, stoop, drive, kneel, operate equipment, crawl, balance, push or lift or carry 45 pounds or more.
