Utilities Inspector I

Hours: 40 per week                             Date: 2021

 

SUMMARY: Under the supervision of the Utilities Director, this position is to perform inspection work over City water, reclaim, and sewer utilities development and construction activities. Employees in this classification are accountable for inspecting the water, reclaim and sewer utilities in private and public improvement projects enforcing regulatory compliance with all applicable City, State, and Federal codes according to approved plans. Employee works with a considerable independence and initiative, however will confer with the Deputy Utilities Director and Utilities Operations Manager and other City staff as appropriate. Performs other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Inspects the construction of the City capital improvement water, reclaim, and sewer projects as well as commercial and residential water and sewer construction projects regulated by the City to ensure utilities construction is compliant with approved construction plans, regulatory compliance and all applicable City, State, and Federal codes.

  • Inspects and oversees such activities as installing or replacing commercial water meters 3” and larger, installing and replacing backflow devices 3” and larger, including DDCV Assemblies.

  • Reviews construction project plans for accuracy and provides comments back to Supervisor.

  • Schedules utility construction sites preliminary and final walkthroughs and lift station start-ups with contractors and City Staff.

  • Documents and keeps records of utility construction issues and formulates walkthrough punch lists for utility construction sites.

  • Perform and documents records of water and force main pressure tests enters necessary information in City Works.

  • Performs technical work inspecting utilities including potable and reclaimed water, sanitary sewer force mains and lift stations to ensure compliance with approved plans, applicable Federal, State and Local regulations, for both public and private projects.

  • Interfaces with the general public and performs daily coordination of work activities with the contractor.

  • Keeps electronic inspection logs, prepares written reports and records of identified deficiencies and maintains various records and reports pertaining to the status of ongoing construction projects. Attends project construction and pre-construction meetings as needed.

  • Maintains all necessary documentation.

EDUCATION/EXPERIENCE: Graduate of an accredited high school or possess an acceptable equivalency diploma. A minimum of seven years’ experience or an equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements. Must be able to utilize all features afforded by computer technology software, report writing programs, other required software, and micro-computer equipment utilized by the assigned work unit. Must be CPR / AED qualified; if not then it is required to be completed before probation is completed. The applicant must maintain a valid Florida license

 

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written or oral forms. The applicant must have the ability to work with a minimum amount of supervision and to think and act independently under general supervision. Initiative, tack, efficiency, and good judgment are required.

REQUIRED LICENSES OR CERTIFICATES:

  • CPR / AED Certification

    DESIRABLE LICENSES OR CERTIFICATES:

  • Two-year College Degree

  • Level III Water Distribution License

  • Class C Wastewater System Certification.

  • Reclaimed Water Field Site Inspector Certification

  • FW&PCOA or approved provider Backflow Tester/Repair Certification

 

OTHER SKILLS AND ABILITIES:

  • Ability to coordinate and organize meetings.

  • Ability to prepare complex reports.

  • Ability to navigate and understand the utility GIS software.

  • Advanced ability to utilize MS Word and MS Excel.

  • Good professional judgment.

  • Exceptional tact and courtesy.

  • Exceptional oral and written communication skills.

  • Ability to establish and maintain effective relationships with other City officials, employees and the general public.

  • Thoroughness and dependability.

  • Must be able to attend night meetings as needed.

  • Ability to prioritize multiple projects.

  • Strong problem-solving skills.

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may sit, walk, stand, and bend for long periods of time. The employee may work in an office environment or outside in various weather conditions. While performing the duties of this job, the employee is required to drive a vehicle throughout the utility service areas and the employee also has to have finger dexterity and be able to perform basic, shop and advanced mathematical calculations.
