Chief Chemist I

                    Pay Grade: U119                                   Dept: Utilities / Lab

                    Exempt: No                                            Reports to: Environment Compliance Manager

                    Hours: 40 per week                                Date: August, 2020

 

SUMMARY: Under general direction of the Deputy Utilities Director/ Environmental Compliance, to perform standardized methods of water, wastewater, reclaimed and industrial pretreatment analyses to assure compliance with State and Federal regulatory agencies. Employee exercises independent judgment and discretion in the appropriate chemical and microbiological tests to be employed using NELAP certified methodology and electronic instrumentation. This position also assumes responsibility for Quality Assurance/ Quality Control of the NELAP methodology within the Laboratory Scope of Accreditation. Assists with the direction and training of laboratory staff and performs related work as deemed necessary. Reports to Deputy Director / Environment Compliance

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinates work, approves leave, provides training, and does performance evaluations.
  • Maintain compliance of The City of DeLand Industrial Pretreatment and F.O.G. Program.
  • Responsible for assisting with directing water and wastewater plants in regulatory operations and submittal of reports.
  • Assigns work, provides training, approves leave and conducts performance evaluations.
  • Proficient in computer skills to include Microsoft Word, Excel, PowerPoint, Outlook, etc.
  • Schedules sampling and analyses under the general direction of the Chief Chemist and sets up/ adjusts
  • Maintains quality assurance and quality control requirements/ documentation to insure NELAP certification.
  • laboratory apparatus.
  • Submits documents to both State and Federal Agencies on regulatory issues.
  • Assists with administration of the department.
  • Maintain current service partnerships the laboratory provides to neighboring cities and utilities.
  • Assists with residential concerns/consultation and serves as laboratory liaison when dealing with regulatory and inter-municipal matters.
  • Completes second level of review for all required documentation in connection with potable, waste, reclaimed, and industrial waters to insure regulatory compliance.
  • Works independently, with a minimum of supervision.
  • Responsible for the continued accreditation of a NELAP certified laboratory.
  • Supervise, advise and direct laboratory personnel.
  • Responsible for receiving samples into the laboratory and assure sample integrity.
  • Responsible for keeping inventories up to date, specialty standards, and discarding outdated chemicals.
  • Skilled in the use of laboratory equipment to include analytical balances, microscopes, field instrumentation, autoclaves, Lachat FIA 8500 auto-analyzer, etc.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Graduate of an accredited high school or possess an acceptable equivalency diploma. Applicant must possess a Bachelor’s Degree in Chemistry, Biology, Microbiology or related field and progressively responsible experience in a NELAP Certified Laboratory with proficiency in quality control/ assurance protocol. Must have a Class A Industrial Pretreatment Certification and FOG II certification issued by the FDEP. A comparable amount of education, training, or experience may be substituted for minimum requirements. The individual must be in good physical condition and have ability to accept and understand directions. Must be CPR / AED qualified.

 

 

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. The applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

 

OTHER SKILLS AND ABILITIES:

  • Knowledge of utility work, planning, and administration.
  • Ability to establish good working relationships with employees, agencies, and the general public.
  • Capability to express ideas clearly and concisely, both orally and in writing.
  • Possess a valid Driver’s license issued in the State of Florida.
  • Thorough knowledge of the operation and care of specialized water and wastewater monitoring and testing equipment is necessary.
  • Knowledge of NELAP laboratory certification requirements and quality assurance protocol.
  • Through knowledge of FDEP Standard Operating Procedures for Field Activities.
  • Comprehensive knowledge of the principles, practices and techniques of chemistry and biology as applied to water pollution control.
  • Thorough knowledge of laws, ordinances, codes, and the required documentation relating to water, wastewater, reclaimed and industrial pretreatment regulatory compliance related to departmental activities.
  • Knowledge, experience and preferred certification to the FDEP Industrial Pretreatment Program and protocol.
  • Proficiency in Flow Injection Analysis with accompanying QA/QC is essential.
  • Knowledge of budget preparation, strategic vision and planning.

 

REQUIRED LICENSES OR CERTIFICATES:

  • Bachelor’s Degree in related field
  • Class A Certification in Industrial Pretreatment from FDEP
  • FOG II Certification from FDEP
  • CPR and AED Certification

 

DESIRABLE LICENSES OR CERTIFICATES:

  • Class C Water Operators Course Certificate
  • Class C Wastewater Course Certificate

 

WORK ENVIRONMENT/ADA: This job requires walking, standing, pushing, bending, stooping, equipment operation and driving. The employee will work outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, in dusty condition, with hands, feet, and/or legs in water and may handle chemicals.
