SUMMARY: This position performs professional and technical civil work in locating city lines as requested by Sunshine One call center in a timely manner. The purpose of the Utility Locator is to protect the city utilities lines from damage or contamination by properly marking them in the field with the appropriate flags and paint. This position requires a variety of skilled and semiskilled manual tasks in the location of utilities. Duties may involve the use of trades tools and the operation of light construction equipment as a part of the assignment. Duties may be performed under adverse weather conditions.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 
  • The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Maintains, cleans, refuels, and organizes vehicles; stocks inventory with needed parts and equipment.
  • Maintains inventory, stocks new and existing parts and materials; maintains city-issued electronics including cell phones, laptops and GPR locator; reports inventory levels to supervisor.

  • Under limited supervision, performs such duties as driving to the requested location and marking all of the city utilities.

  • Uses the assigned CPU lap top to collect ticket requests and to log in response as required to Sunshine One Call center.

  • Meets with contractor if requested to verify utility lines and marks.

  • Assists Engineers with design information on new lines extensions or adding to existing as-built drawings.

  • Performs excavation and probing activities to verify locations.

  • Ability to walk long distances over different field conditions and weather.

  • Serves as essential personnel during natural or man-made disasters and emergencies.

  • Performs other duties as assigned.

  • Possesses a valid Florida Drivers License.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and /or abilities required. EDUCATION/EXPERIENCE: Graduate of an accredited high school or possess an acceptable equivalency diploma and six months of experience in field locating of water, wastewater, and reclaim utility systems or construction field or closely-related experience. Ability to operate a computer and various software programs is required. Experience in design, construction and maintenance of Utility lines is required or any equivalent combination of education, experience and training. The individual must be in good physical condition and have ability to accept and understand directions. Within one year must be CPR / AED qualified.

 

REASONING ABILITY: The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. The applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

 

OTHER SKILLS AND ABILITIES:

 

  • Ability to learn streets and meter locations within the service area.
  • Ability to establish and maintain effective working relationships as necessitated by the work.
  • Ability to fill out reports and work orders with good penmanship.
  • Ability to communicate effectively and courteously with the public.
  • Ability to teach other employees knowledge and skills to improve their work performance
  • Ability to read and write.
  • Ability to work independently in a diligent manner 
  • Some knowledge of the methods of utility line instillation and repair.
  • Ability to read and interpret plans and specifications and relay information to others.
  • Ability to keep computerized records and create reports.

  • Ability to operate metal detector, tracer wirer locater, Ground Penetrating Radar, pipe detector and other various locate equipment.

  • Basic knowledge of MOT and construction safety practices.

  • Ability to operate light equipment.

  • Knowledge of general and advanced math.

 

WORK ENVIRONMENT/ADA: This job requires walking, standing, pushing, bending, stooping, equipment operation and driving. The employee will work outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, in dusty condition, with hands, feet, and/or legs in wastewater and may handle chemicals.
