FACILITIES MANAGER

Position Type: Full-Time                                                                     Hours:, 40 hrs/week

Job Summary:

This is a professional and managerial position directing organization-wide programs for facility operations, new facility design, construction and renovations, and the ancillary parking facilities.  The incumbent is responsible for managing a considerable variety and volume of professional work concerned with compliance to Florida House Bill 7135 (2017), green building rating system standards and improvement projects; facilities plant operations and maintenance; real estate; code enforcement; and selected building security.

 

Job Description:

DUTIES & RESPONSIBILITIES

  • Assists the Public Works Director/City Engineer in a variety of tasks such as bid preparations, specifications, and research and survey information.

  • Schedules and directs all routine and emergency repairs, plus performs preventive maintenance.

  • Interacts regularly with internal and external customers.

  • Makes field inspections of work by onsite contractors.

  • Maintains records of work completed.

  • Reviews plans, contract documents and/or specifications.

  • Processes requests for all departments for new construction.

  • Oversees Facility Maintenance team of 10 – 12 personnel.

  • Maintains complex building timelines and personnel assets.

  • Performs specific projects and inspects large capital projects, as assigned.

  • Prepares long term city facilities capital program for building maintenance.

  • Performs other duties as assigned.

QUALIFICATION REQUIREMENTS

To perform this job successfully, individual must possess five years of relevant technical, professional or administrative experience. Two years of the required experience must have been in a supervisory capacity. Relevant experience for this position includes construction; facilities or construction management; architecture; engineering; evaluation, maintenance and repair of buildings, mechanical operating systems, or equipment; contract management; or an equivalent combination of training and experience. Individual must also possess strong customer/staff relationship skills.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associates degree with enrollment and active pursuit of a Bachelor’s degree in Facilities Management, Environmental Studies, or related field from an accredited college or university is required.

  • At least three to five years (3-5 years) experience in project management and/or construction.

  • Considerable experience and knowledge in construction practices and methods is required.

  • Proficiency in reviewing legal descriptions of land is required.

  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements except for licensure/certification requirements.

     

LICENSES AND SPECIAL REQUIREMENTS

  • Possession and maintenance of a valid Florida driver's license with an acceptable driving record is required.

  • Must be First Aid and CPR/AED certified or become certified within six (6) months of hire.

LANGUAGE SKILLS

  • Ability to clearly and effectively communicate both verbally and in writing.

  • Ability to establish and maintain effective working relationships with other employees, the City's management team, and the general public.

  • Ability to read and interpret plans, specifications and legal documents relative to Public Works construction projects.

REASONING ABILITY

  • Ability to follow and apply common sense understanding and to carry out instructions furnished in written and oral form.

  • Exercise independent judgment in the performance of specifically assigned responsibilities.

  • Ability to read and comprehend safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.

OTHER SKILLS AND ABILITIES

  • Good physical condition; possessing sufficient agility and strength to perform manual work is essential.

  • Ability to make simple mathematical computations (add, subtract, multiply divide, fractions).

  • Ability to use a computer, with knowledge in the use of Microsoft Office Suite.
  • Knowledge of the City Works and GIS programs.

WORK ENVIRONMENT/ADA: The employee may work inside in an office environment or outside in various weather conditions. The employee may be required to lift or carry up to 45 pounds; work in or with moving vehicles, from heights, with electrical energy, grease or oils, or on uneven surfaces.
