ACCOUNTING MANAGER
 
Pay Grade: E-2                                                                                    Dept: Finance
Exempt:  Yes                                                                                      Reports to: Asst. Finance Dir.
Hours: 40 per week                                                                             Date:  September 2014
 
SUMMARY:   This position performs administrative and professional work in accounting, auditing, revenue administration, tax and fee collection, debt management, and other financial activities. This position is responsible for the direct daily supervision of the Accounting Division, encompassing accounts payable, purchasing, grant administration, fixed asset accounting, enterprise accounting, budget preparation, cash management and all other governmental accounting as it relates to the City.  Work is performed under the general supervision of the Assistant Finance Director.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 
 
  • Supervises accounts payable, accounts receivable, payroll, purchasing, and accounting.
  • Operates computers and other office equipment.
  • Coordinates accounting software issues.
  • Supervises and monitors accounting records to ensure accuracy.
  • Assists in implementation of Governmental Accounting Standards Board (GASB) statements regarding financial reporting.
  • Assists in preparing annual financial report and the annual budget.
  • Assists independent auditors by providing needed information for completion of annual audit.
  • Consults with and reviews the work of subordinates.
  • Develops alternatives and changes in existing procedures and methods.
  • Prepares, analyses, and reports on matters requested by the Assistant Finance Director.
  • Performs specialized projects as assigned by the Assistant Finance Director.
  • Reconciles monthly bank statements.

EDUCATION/EXPERIENCE:  Graduation from an accredited college or university, with a major in accounting or finance is required. Also it is preferred that the individual has progressive experience in organizational financial planning and administration, focused in the local government environment. CPA or Master’s degree in appropriate field may substitute for some job experience. Some responsible supervisory experience is required.
 
LANGUAGE SKILLS:  The applicant must have the ability to communicate effectively verbally and in writing.  The applicant must have the ability to establish and maintain effective working relationships with employees, governmental officials and the public.
 
 
REASONING ABILITLY:  The applicant must demonstrate ability to plan, organize, and direct people and other resources.  Independent judgment is exercised in the performance of specifically assigned responsibilities.
 
OTHER SKILLS AND ABILITIES:
 
 
  • Thorough knowledge of the methods used in keeping governmental fiscal accounts and records; of office terminology, procedures, routine, and equipment.
  • Good knowledge of modern governmental accounting practices.
  • Ability to prepare fiscal reports.
