FIRE DIVISION COMMANDER
 
 
Pay Grade: FD                                                                                                Dept: Fire
Exempt:  Yes                                                                                                  Reports to: Deputy Fire Chief
Hours: 56 per week                                                                                       
 
SUMMARY:   The Division Commander performs duties under the direction of the Deputy Fire Chief and shall be responsible for the proper execution of all assigned duties and the general management of his command.  In absence of the Deputy and Fire Chief, the Division Commander may be called upon to exercise the authority and assume the responsibilities of the superior officer.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 
 
  • Assigned responsibility to manage one of the three divisions within the Department; EMS/Safety/Facilities, Training/Equipment or Fire Prevention/Public Education
            (Chapter 600-B DFD Rules & Regulations)
  • Attends meetings related to their Divisional assignments as required
  • Manages the day-to-day personnel and operations of one of the three emergency response shifts from 3 city fire stations
  • Responds to alarms, assume command and direct operations of fire ground companies and properly terminate the scene.
  • Evaluates emergency situation and assigns duties.
  • Establishes or adjusts procedures to meet the situation, using knowledge of fire technology, physical layout of the area and available manpower and equipment.
  • Recommends measures to improve fire prevention and fire protection for the community.
  • May suggest changes in working conditions and use of equipment to increase the efficiency of the department.
  • Directly responsible for the condition of all fire apparatus and equipment.
  • Maintains order, morale and discipline among subordinates.
  • Responds to Personnel grievances.
  • Insures that all firefighters and subordinate officers assigned to his/her command have received all necessary and proper training regarding their job classifications for smooth and safe activities.
  • May be assigned other duties by the Fire Chief and or Deputy Chief

EDUCATION:  The following are the minimum requirements for the position of Division Commander:
 
  1. Required- must have graduated from high school or have possession of a GED
            Preferred- AA or BS degree in Fire Protection or related field and/or Executive Fire Officer              designation from             NFA                                                                                                                                                                            
  1. Applicant must be a Florida Certified firefighter according to State Statutes.
  2. Applicant must be a currently certified EMT in the State of Florida
  3. Applicant must be a Florida State certified Fire Officer I at appointment with Florida State Fire Officer II certification prior to 1/1/08.
  4. Applicant must be able to obtain Florida State Fire Safety Inspectors Certificate within a time frame determined by the Fire Chief
  5. Applicant must possess a valid Florida driver's license
 
EXPERIENCE:
 
  1. Considerable career experience in the fire service with a minimum of 10 years full-time employment with a paid municipal Fire Department
  2. A minimum of 3 years as a company officer in a paid municipal Fire Department
  3. Experience working in an Incident Command System (ICS) (ICS 100 & 200) and a working knowledge of the National Incident Management System (NIMS) (IS-700 & 800)
 
 
LANGUAGE SKILLS: Employee must demonstrate a working knowledge in communication skills, fire suppression, tactics and strategy, human relations, building construction codes and ordinances, fire prevention, community relations, hazardous materials, public finance, and safety practices.
 
REASONING ABILITY:  Employee should be capable of supervising and directing fire companies using ICS.  Perform division duties with minimal oversight exercising sound fiscal and managerial judgment.
 
OTHER SKILLS AND ABILITIES:
 
 
  •  Must be able to operate a moving vehicle.
  • Ability to communicate both orally and in writing.
  • Proficient with personal computers using Microsoft programs including; Word, Excel and Outlooks 
     
WORK ENVIRONMENT/ADAEmployee may work inside an office environment, or outside in various weather conditions, from heights, on uneven surfaces, with radiant energy, in dusty conditions, and may handle solvents and chemicals.  This position requires walking, standing, kneeling, bending, stooping, driving, equipment operation, depth perception, and lifting 45 pounds or more.
