CHIEF ACCOUNTANT

Position Type: Full-Time                                                      Hours: 40 hrs/week

 

Job Summary: This position performs responsible and detailed accounting work in the administration of the City's bank accounts, general ledger, budget and grants. Work is performed under the direction of the Assistant Finance Director.

 

DUTIES & RESPONSIBILITIES

  • Prepares, maintains, monitors and analyzes fiscal and accounting reports and records for accuracy.

  • Assists in formulating, recommending and implementing accounting policies and procedures.

  • Monitors grants and prepares grant reports for various federal, state and local agencies.

  • Assists in maintaining the fixed asset records. Ensures correct recording of additions, disposals, transfers and depreciation in the general ledger. Balances general ledger to fixed asset records.

  • Prepares and enters journal entries for monthly and year-end general ledger closing.

  • Completes various monthly and year-end account reconciliations.

  • Completes various monthly and quarterly financial and accounting reports.

  • Assists in the preparation of the City budget.

  • Prepares necessary information for year-end audit and other analyses or inquiries as requested.

  • Assists with the preparation of the City’s Comprehensive Annual Financial Report (CAFR).

  • Assists with the preparation of the Annual Financial Report filed with the Florida Department of Financial Services.

  • Serves as backup for other members of the Finance Department.

  • Operates computer and other office equipment.

  • Other duties as assigned.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree from an accredited college or university with a major in Accounting, Finance, Business or Public Administration or related field is required.

  • Three or more years of accounting experience with the general or public accounting area is required. Government agency experience is preferred.

  • Florida Certified Public Accountant, Certified Government Finance Officer or Certified Public Finance Officer designation preferred.

  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements except for licensure/certification requirements.

LANGUAGE SKILLS

  • Ability to provide good customer service and deal with the general public in a professional, courteous manner.

  • Ability to develop and maintain effective working relationship with other employees, various departments and the general public.

  • Ability to clearly and effectively communicate, both verbally and in writing, and prepare succinct, coherent and accurate financial reports and analyses.

REASONING ABILITY

  • Ability to prepare complete and accurate accounting reports and statements of considerable complexity.

  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.

  • Exercise independent judgment in the performance of specifically assigned responsibilities.

  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

OTHER SKILLS AND ABILITIES:

  • Thorough knowledge of the methods used in keeping governmental fiscal accounts and records and of office terminology, procedures, routines, and equipment.
  • Extensive knowledge of generally accepted accounting principles as applied to governmental accounting, auditing and financial reporting.
  • Intermediate to advanced level skills to utilize Microsoft Office Suite, e.g. Outlook, Excel and Word.
  • Ability to prepare fiscal reports.
  • Ability to perform complex, detailed work involving written and numeric data and to make calculations rapidly and accurately.

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee is regularly required to sit for long of periods of time performing repetitive functions. The employee must be able to access file cabinets for filling and retrieve data. The employee must have the ability to sit at a desk and view a screen for extended periods of time.
