UTILITY ENGINEER

 

 

Pay Grade: 125                                                            Dept: Utility/Engineering

Exempt: Yes                                                                Reports to: City Engineer

Hours: 40 per week                                                     Date: December 2018

 

SUMMARY: This is professional and technical civil engineering design and analysis work in the construction and maintenance of potable & reclaimed water and sewer utility systems. Work is subject to review by the City Engineer.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Designs water distribution and sanitary sewer systems including water mains, sanitary sewers, storm sewers, lift stations and related utility structures using AutoCAD per City and State Standards and reviews design of same by city consultants.
  • Designs Capital Improvement projects including storm water infrastructure projects
  • Updates Standard City Utilities Details as per needed basis
  • Prepares construction plans, specifications and reports for city projects.
  • Obtains permits from various governmental agencies including FDOT, FDEP, HRS, SJRWMD and Volusia County.
  • Prepares Temporary Traffic Control Plans for city projects requiring FDOT and Volusia County right-of-way permits.
  • Prepares cost estimates.
  • Reviews and coordinates final plat approval with City Attorney, City Surveyor and Planning Department and records final plat with Volusia County Clerk of Court.
  • Responds to customer inquiries regarding utility availability and engineering issues.
  • Assists City Engineer with development review.
  • Performs special projects as assigned.

EDUCATION/EXPERIENCE: A high school diploma or general education degree (GED) is required. A Bachelor’s degree in Civil / Environmental Engineering with a minimum of two years of experience in design, construction and maintenance of sanitary sewer and water systems or an AA degree or higher in Engineering Technology, Engineering Graphics with a minimum of eight years of experience in design, construction and maintenance of sanitary sewer and water systems is required. A comparable amount of education, training, or experience may be substituted for minimum requirements.
 

LANGUAGE SKILLS: The employee must be able to read and interpret plans, specifications and legal documents relative to utility projects. The employee must also be able to communicate both orally and in writing.

 

REASONING ABILITLY: The applicant must be able to organize and supervise the work of others and to develop and maintain good personal relationships with others. The applicant must be able to read safety manuals, work orders, operation guides, instructions, letters, memos, journals, maps, blue prints, and financial reports.

 

OTHER SKILLS AND ABILITIES:

  • Proficiency in AutoCAD
  • Knowledge of utility systems design and construction.
  • Knowledge of the water and waste water pollution laws, ordinances and regulations.
  • Ability to plan and supervise the work of others.
  • Ability to prepare professional reports.
  • Ability to establish and maintain good relationships with employees, other agencies and the general public.
  • Good oral and written communication skills.
  • Knowledge to understand survey boundary drawings and legal descriptions.
  • Ability to create boundary survey drawings and legal descriptions for in-house city projects, city leased property, city ingress, egress and utility easement, that may be required.
  • Possess a valid Florida driver’s license.

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may reach, climb, walk, stand, stoop, drive, balance or push to complete job task. The employee may work inside an office or outside in various weather conditions, in or with moving vehicles and/or equipment, uneven surfaces, grease or oils, solvents, and chemicals.
