ANIMAL CONTROL OFFICER
 
 
Pay Grade: 111                                                                         Dept: Police
Exempt:  No                                                                               Reports to: Support Commander
Hours: 40 per week  Tuesday - Saturday                                Date:  February, 2019
 
SUMMARY:   This position enforces city regulations pertaining to dogs and other animals.  Employees have responsibility for catching and confining stray, diseased, unlicensed or apparently dangerous animals.  Duties require the exercise of some independent judgment in public contact and enforcement problems and frequently necessitate the use of tact in action taken.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Investigates and completes an incident report on all animal related calls for service.
  • Enforcement of the City of DeLand ordinances pertaining to animals and complete a complaint affidavit or notice to appear if applicable.
  • Provide the public with a timely response to complaints and conduct adequate follow-ups to ensure complaint resolution.
  • Provide a pro-active response to dangerous dogs to reduce the number of animal bites.
  • Reduce the number of dogs and cats euthanized at the Humane Societies through a pro-active approach in locating the owners of any stray animals picked up.
  • Promote responsible pet ownership through community education.
  • Pick up injured dogs or cats and transport then to the applicable Humane Society after all means to locate an owner has been exhausted.
  • Set traps to capture stray or vicious animals and transport them to the applicable Humane Society.
  • Maintain all equipment assigned and the Animal Control Vehicle in good working condition.
  • Perform any other duties as may be deem necessary by the Operations Commander or his/her designee.
 
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and /or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
 
EDUCATION/EXPERIENCE: Successful completion of Animal Control Training School within two months after hire is required.  The applicant must possess some public contact experience, preferably including opportunity for independent action and responsibility, and completion of a standard high school course.  The applicant must possess a valid Florida driver's license. 
 
LANGUAGE SKILLS:  The applicant must have the ability to communicate both orally and in writing; the ability to understand and carry out oral and written instructions.  The applicant must have the ability to establish and maintain satisfactory working relationships with the public.
 
OTHER SKILLS AND ABILITIES:
 
  • Good knowledge of the geography of the city.
  • Knowledge of the laws and regulations related to the capture, custody, and disposition of animals.
  • Knowledge of safety practices concerning the safety of animals.
  • Must be extremely dependable, and be in good physical condition.
  • Must possess a valid Florida driver's license.
 
WORK ENVIRONMENT/ADAWhile performing the duties of this job, the employee may reach, climb, walk, stand, kneel, bend, stoop, throw, drive, crawl, or push to complete job task.  Employee may work in an office environment or outside in various weather conditions.  The employee may work in or with moving vehicles and/or equipment.  The employee may also come in contact with heights, radiant energy, uneven surfaces, dusty conditions, chemicals, poor lighting, poor ventilation, darkness, odors, and may be required to have legs, feet, or hands in water while on the job.
