Job Summary:

Under general supervision, performs specialized skilled work in the operation of motorized heavy equipment. Work involves operating heavy equipment such as Backhoe, Loader, Multiple size Excavators, Skid Steer with multiple attachments, box blade, boring machine, and all equipment listed under the Maintenance Worker classification, including driving dump trucks. This list of equipment is only illustrative and is not intended to describe every piece of equipment that would potentially be operated under this classification. Work also includes loading trucks, assisting in road repair work, maintenance and construction of water lines, digging and covering trenches, patching roads. Employee is also responsible for policing work sites, and performing minor preventive maintenance on equipment. Employee must exercise some independent judgment in the performance of assigned tasks.

Job Description:

DUTIES & RESPONSIBILITIES

  • Operates motorized heavy equipment at designated proficiency level involved in the construction and/or maintenance of utilities infrastructure and other construction projects as directed.
  • Utilizes various heavy equipment and performs manual labor on utilities projects: pouring and forming concrete, maintenance and construction of water lines or digging and covering trenches, patching roads and sidewalks.
  • Performs data entry to input pertinent information into the Computer Maintenance Management System (CMMS).
  • Performs routine maintenance to include the daily cleaning of the truck and all equipment.
  • Uses courtesy and tact when dealing with the public and employees.
  • Performs skilled work installing, maintaining and repairing water lines and associated fixtures. Work involves installing water lines, mains, valves, hydrants and meters; and maintaining and repairing such fixtures.
  • Operates power tools including cut-off saw, water main tap machine, chain saw, weed eater, power drill, reciprocating saw, pneumatic power boring torpedo, generators, and air-powered tools.
  • Maintains availability for on-call rotation work status.
  • Maintains, cleans, refuels, and organizes vehicles; stocks inventory with needed parts and equipment.
  • Maintains inventory, stocks new and existing parts and materials; maintains city-issued electronics including cell phones and laptops; reports inventory levels to supervisor. Maintains power tools including saws, pumps, drills, etc.
  • Performs intermediate plumbing, including PVC, pipe fittings, polyethylene tubing, and threaded-pipe repairs.
  • Repairs and replaces water service lines, water mains, and meters.
  • Serves as essential personnel during natural or man-made disasters and emergencies.
  • Performs other duties as assigned.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school or general education degree (GED) from an accredited institution is required.
  • Basic knowledge and safe operational skills of heavy equipment and knowledge of working in water distribution.
  • Good physical condition is essential.
  • Ability to accept and understand directions
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid State of Florida CDL class “B” motor vehicles operator's license or higher with Air Brake endorsement and acceptable driving record is required.
  • Must be First Aid and CPR/AED certified or get certified within one (1) year of hire.
  • After probation must be available for on-call work as required

  • Ability to clearly and effectively communicate both verbally and in writing.

  • Ability to deal with the general public in a professional, courteous manner.
  • Ability to establish and maintain effective working relationships with employees and the public.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.
  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.
  • Ability to read and comprehend safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.

OTHER SKILLS AND ABILITIES

  • Knowledge of simple hand and power tools.
  • Knowledge of tools, equipment and materials used in the maintenance, repair and installation of water meters and service lines preferred.
  • Ability to learn streets and meter locations within the service area.
  • Ability to fill out reports and work orders with good penmanship.
  • Ability to teach other employees knowledge and skills to improve their work performance
  • Ability to work independently in a diligent manner.

WORK ENVIRONMENT/ADA: This job requires walking, standing, pushing, bending, stooping, equipment operation and driving. The employee will work outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, in dusty condition, with hands, feet, and/or legs in water and may handle chemicals.
