UTILITIES CAPITAL IMPROVEMENT PROJECT MANAGER

 

Department: 201/Water & Sewer Admin                     Exempt: Yes

Reports To: Deputy Utility Director                             Salary Range: $76K to $100K DOQ

Position Type: Full-Time                                             Hours: 40 hrs/week

 

Job Summary:

This position assists with the planning and oversight of the City’s Utility Infrastructure Projects. Position exercises a high degree of independent judgment and discretion in the interpretation of engineering issues related to the City’s Utilities construction projects and programs pertaining to water distribution, wastewater collection and pumping stations, reclaimed water distribution and pumping stations. Participates in the procurement of grants and assists in the implementation and reporting associated with grants. This position also assumes responsibility for efficient and productive development with the construction of various municipal inspections and utility field projects. Technical expertise is essential as error in technical judgment could result in extensive damage to the environment, facilities or both. General direction is received from the Utilities Director and Deputy Directors.

Job Description:

DUTIES & RESPONSIBILITIES

  • Oversees and performs Construction Engineering Inspection duties for Utility related construction projects, and contractor interface using independent judgment.
  • Assists in the development of Utility Capital Improvement projects.
  • Responsible for assuring that contractors follow all City Utility Construction Standards.
  • Oversees the submittal documents to both State and Federal agencies in regards to grants.
  • Keeps the administration of the department informed and up to date on all utility construction projects.
  • Inspects construction sites and enforces codes. (i.e. MUTCD, ANSI/ISEA standards).
  • Supervises various construction activity reports, reviews proposed plans, development plans, and drawings.
  • Represents the City in dealing with other governmental jurisdictions, private firms, and the general public.
  • Reviews pay apps for quantitative accuracy, reviews and implements Technical Specification Manuals for utility related construction projects. Participates in and/or schedules and facilitates construction progress meetings.
  • Supervises and provides direction to the Utility Inspector with the work-load.
  • Handles residential complaints and issues related to utility construction projects.
  • Assist the Deputy Director with the performance evaluation of the Utility Inspector.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associate degree in Business Management, Engineering or related field is preferred.
  • A minimum of four (4) years of progressively responsible experience in the operation and maintenance of water distribution systems, wastewater collection and pumping stations, reclaimed water distribution systems and pumping stations.
  • A comparable amount of education, training, or experience may be substituted for the minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Level I Water Distribution License and Level A Wastewater Collection Certification are preferred; however, the Level II Water Distribution License, B Level Wastewater Collection Certificate and B Level Reclaimed Water Distribution Certificate are required.
  • CPR certification is required and to be maintained.
  • Possession and maintenance of a valid Florida Driver’s license with an acceptable driving record is required.

LANGUAGE SKILLS

  • Ability to read and interpret plans, specifications and legal documents relative to utility planning projects.
  • Ability to clearly and effectively communicate both verbally and in writing, technical and non-technical information.

REASONING ABILITY

  • Applicant must be able to organize and oversee small and large utility construction projects.
  • Applicant must be able to work well with others and/or alone and to develop and maintain a professional relationship with contractors, engineering firms and the general public.
  • The applicant must also be able to read and comprehend safety manuals, technical specification manuals, operation guides, instructions, letters, journals, maps, blue prints, and financial Pay App Reports.

OTHER SKILLS AND ABILITIES

  • Knowledge of the methods in the practice of civil engineering involving planning, designing, and directing of utility related projects.
  • Understanding of the laws and regulations related to departmental activities.
  • Knowledge of municipal codes, planning, design, and contract administration.
  • Ability to establish good working relationships with employees, regulatory agencies, contractors, and the general public.
  • Ability to communicate clearly and concisely both orally and in writing, both technical and non-technical information.
  • Ability to establish short-and long-term goals and priorities.
  • Proficient in the use of computers, database, spreadsheet, and selected job-specific software applications.
  • Knowledge of Maintenance of Traffic (MOT) standards and protocol.

 

WORK ENVIRONMENT/ADA: This job requires walking, standing, bending, stooping, and driving. Employee may work in an office environment or outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, with radiant energy, with hands, feet and/or legs in water and may handle various solvents and chemicals.
