This position is responsible for managing the development of capital and infrastructure projects. Reporting to the City Engineer or designee, the incumbent assists with managing the entire project's life cycle, from budgeting to close-out from an administrative and financial viewpoint. The position requires effective handling of stakeholder inquiries. The Capital Improvement Manager contributes to the City's growth by ensuring the successful execution of infrastructure projects, reflecting commitment to excellence, collaboration, and a service-centric approach to providing and enhancing customer care. The ideal candidate for the Capital Improvement Manager position will possess a dynamic blend of leadership, strategic thinking, and project management skills. We prefer candidates with a proven track record in managing diverse capital improvement projects with a creative approach to problem solving. Strong interpersonal and communication skills are essential, as the role involves coordinating activities with various City departments and public agencies.
Job Description:
DUTIES & RESPONSIBILITIES
- Plans, coordinates and manages activities including the budgeting, scheduling, programming, planning, design development and construction of City Engineering infrastructure projects including streets, sewer lines, water lines, water/wastewater treatment plants, buildings, parks, and other facilities/infrastructure owned and operated by the City.
- Develops and implements department goals, objectives, policies and procedures.
- Coordinates Capital Projects Department activities with other City departments.
- Oversees and participates in the development of various department work plans.
- Leads the development of the City’s Engineering Capital Improvement Projects (CIP).
- Manages and oversees the review of CIP requests and proposals during the annual budget process.
- Participates in department budget preparation and administration.
- Prepares cost estimates for budget recommendations.
- Reviews and evaluates work products, methods, and procedures.
- Prepares request for proposals and professional services and negotiates contracts for design and construction.
- Prepares or supervises the preparation of a variety of reports, correspondence, and special studies.
QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS
- Any combination of training and experience which provides the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
- Education: A Bachelor’s Degree from an accredited college or university with major course work in public administration, planning, project management, construction management, civil engineering or related field.
- Experience: Five (5) years of increasingly responsible experience in public administration, capital improvement program/project management, or comparable experience demonstrating the ability to perform the essential functions of the position, including two (2) years of supervisory responsibility.
LICENSES AND SPECIAL REQUIREMENTS
- Project Management Professional Certification (PMP) by the Project Management Institute is preferred.
- Possess and maintain a valid Florida driver's license with an acceptable driving record is required.
LANGUAGE SKILLS
- Possess excellent communication skills with the ability to clearly and effectively communicate both verbally and in writing.
- Ability to establish and maintain effective working relationships with City employees, City officials, other agency officials, civic groups and the general public.
- Ability to read and interpret plans, specifications and legal documents relative to capital improvement projects.
REASONING ABILITY
- Ability to read and comprehend safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.
- Ability to assign and review work activities.
- Ability to organize and to develop and maintain good personal relationships with others.
OTHER SKILLS AND ABILITIES
- Knowledge of design and construction of public facilities.
- Ability to evaluate engineering quantity cost estimates and contractor pay requests.
- Must be able to effectively manage multiple projects simultaneously.
- Working knowledge of municipal capital and operating budgetary procedures.
- Must be proficient in Microsoft Word and Excel.
