PERMIT CLERK

Pay Grade: 109                                                                     Dept: Permits/Licensing

Exempt: No                                                                          Reports to: Land Dev Mgr

Hours: 40 per week                                                              Date: 2020

 

SUMMARY: This is responsible work with the Building Division providing specialized processing services for occupational licenses, code enforcement, and construction permits.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides information and direction to the general public regarding application procedures for all types of development, construction permits and occupational licenses.
  • Reviews accesses, inputs and retrieves information from computer applications for provision of all required information and/or documentation.
  • Directs application for necessary review, and monitors progress of permit and license review.
  • Verifies completion of all required reviews and notifies applicant of approved permits and licenses.
  • Serves as liaison between reviewing agencies and the applicant. Performs specialized processing functions for permits. Employee assigned as special liaison with high volume customers.
  • Tracks permits through inspection process to advise customer of status, problems and final approval.
  • Handles customer questions and problems regarding permit requirements, and refers technical questions to appropriate staff, and advises customer of action taken as necessary.
  • Balances cash register to receipts and prepares reports.
  • Prepares annual mail out of occupational license renewals.

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: High school diploma or general education degree (GED) is required with two (2) years of general clerical experience and one (1) year of experience in development or construction permit office. A comparable amount of education, training or experience may be substituted for the minimum qualifications.

 

LANGUAGE SKILLS: The applicant must have the ability to deal with the general public in a professional, courteous manner.

 

REASONING ABILITY: The applicant must have the ability to answer questions and resolve problem situations, or refer them to an appropriate office. The applicant must follow check lists and recognize different types of required exhibits and plans. The employee must be able to comprehend instructions, reports, permits and applications.

 

OTHER SKILLS AND ABILITIES:

  • Knowledge of basic development and construction permit requirements for all permit types.
  • Knowledge of general permit processing and specific procedures for assigned area(s).
  • Knowledge of City offices and functions, land development, and construction terminology.
  • Ability to operate office machines such as computers, adding machines, cash register, fax machine, copier, and multifunctional telephone.
  • Ability to perform basic mathematical computations.
  • Ability to write and orally communicate detailed information and data in clear and concise manner.

 

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee is regularly required to sit for long of periods of time performing repetitive functions. Some of these functions include filing, typing accurately, and viewing display screen for extended periods of time.
