WATER DISTRIBUTION FOREMAN I

Department: 4204 Water Distribution

Reports To: Water Plant Superintendent
Hourly Wage: $25.99

Position Type: Full-Time
Hours: 40 hrs/week

Job Summary:

The foreman supervises and works with a group of employees engaged in semiskilled or unskilled manual labor. This employee also completes work assignments in accordance with established procedures and exercises judgment in modifying work plans to meet unexpected situations. The foreman also receives instructions and general supervision from a superintendent. Work is reviewed by reports and frequent site visits.

Job Description:

DUTIES & RESPONSIBILITIES

  • Plans, prioritizes, assigns, supervises, reviews, and engage in such activities as installing or replacing water meters, installing, repairing and replacing valves, exercising valves, installing, repairing, and replacing backflow devices, and inspect for cross contamination.
  • Assigns personnel to work tasks and assists them with their job.
  • Responsible for monitoring and implementing the City Utilities Cross Connection Control Program.
  • Responsible for monitoring and maintaining supplies and equipment, yards, buildings and vehicles.
  • Assigns work and performs evaluations of workers.
  • May have to operate heavy equipment such as loaders and backhoe.
  • Ensures work quality and adherence to compliance standards, codes, rules and regulations per city and regulatory agencies.
  • Initiates reports per compliance standards, codes, rules, and regulations according to county and other applicable regulatory agencies.
  • Responsible for responding to public inquiries, problems/complaints, investigations, and resolutions regarding meters and backflow prevention devices.
  • Must be knowledgeable of interrelated duties with other sections and divisions for cooperation and efficient resolution of problems.
  • Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
  • Attends continuing education classes for certifications and re-certifications as required.
  • Performs related duties as required.

QUALIFICATION REQUIREMENTS

  • Operations, services, and activities of a water system.
  • Illegal cross connection methods and practices.
  • Correct installation and usage of various types of water meters.

  • Supervise, organize, and review the daily work of assigned staff involved in water meter, valve, and backflow prevention, installation, maintenance and repair.
  • Select, train, and evaluate crew.

  • Able to establish and maintain a courteous working relationship with employees, officials and the public.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school or general education degree (GED) from an accredited institution is required.
  • Ability to utilize all features afforded by computer technology software, report writing programs and other required software and micro-computer equipment utilized by the assigned work unit.
  • Experience in administration in the areas of water systems, customer service and monitoring programs with some supervisory experience is required.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.

LICENSES AND SPECIAL REQUIREMENTS

  • Possess and maintain a valid State of Florida CDL class “B” motor vehicles operator's license or higher with air brakes endorsements and acceptable driving record is required.
  • Possess and maintain Level III Distribution System Operators License issued by the FDEP is required.
  • Certificates for Backflow Repair and Tester issued by the FWPCOA is required.
  • Must be First Aid and CPR/AED certified or get certified within one (1) year of hire.

PREFERRED SKILLS AND LICENSES

  • Tanker Endorsements for Commercial Driver License is highly preferred.
  • Certified Reclaimed Water Field Site Inspector is preferred.
  • Certified Cross-Connection Inspector is preferred

LANGUAGE SKILLS

  • Ability to clearly and effectively communicate both verbally and in writing.
  • Ability to read and write neatly.
  • Ability to deal with the general public in a professional, courteous manner.
  • Ability to establish and maintain effective working relationships with employees and the public.

REASONING ABILITY

  • Ability to follow and apply common sense understanding, to carry out instructions furnished in written and oral form.
  • Ability to read and comprehend safety manuals, work orders, and operation guides.
  • Ability to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

OTHER SKILLS AND ABILITIES

  • Ability to keep records and prepare simple reports.
  • Ability to use various hand and power tools related to the job in the operation of automotive equipment.
  • Ability to perform basic mathematical calculations such as addition, subtraction, division, multiplication, and fractions.

WORK ENVIRONMENT/ADA: Employee may work inside an office environment, or outside in various weather conditions. Employees may have to work in dusty conditions, poor lighting, noisy conditions, damp conditions, and darkness or on uneven surfaces. Some job tasks may require employee to bend, stoop, drive, kneel, operate equipment, crawl, push or lift or carry 75 pounds or less.
