HUMAN RESOURCES DIRECTOR

Position Type:  Full-Time                                                  Hours: 40 hrs/week

Position Summary: The new director will be taking over after the retirement of the incumbent who has served with the city for 25 years. The department staff consists of four top-notch professionals, that in addition to the director, provide service to more than 500 staff members. Looking to the future, the new director will be tasked with reviewing department operations and helping advance the department into the digital age by embracing emerging technology that will be able to make the department more responsive and adaptable to an ever-changing human resources environment while still providing a high level of personal service employees have come to expect.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop and implement strategic HR plans aligned with organizational goals, providing leadership to the HR team and collaborating with senior management to integrate HR strategies while ensuring compliance with employment laws and best practices.
  • Develop and manage the HR department budget, monitor expenditures, identify costsaving opportunities and efficiencies, and ensure compliance with financial policies and reporting requirements.
  • Oversee workforce planning, job classification and compensation programs, and manage recruitment strategies to attract and retain top talent, directing effective selection processes and promoting equitable practices in hiring.
  • Utilize HR data analytics and manage the HR Content Management System (BS&A) to inform decision-making, provide insightful reports for workforce planning, and identify trends and opportunities for continuous improvement.
  • Oversee employee relations processes and union negotiations (Police and Fire) including conflict resolution and grievance handling, while ensuring compliance with labor laws and facilitating communication between management and employees to promote a positive work environment.
  • Oversee employee performance evaluation processes, including goal setting, while providing guidance to supervisors and ensuring consistency and fairness in evaluations and recognition programs.
  • ​​​Manage the design, implementation, and coordination of training and development programs to enhance employee skills and competencies, while evaluating their effectiveness and making necessary adjustments.
  • Manage an employee benefits programs, including health insurance, employee health center operations, retirement plans, and leave policies, while overseeing wellness initiatives and ensuring compliance with regulatory requirements and industry standards.
  • Serve in a senior leadership role at the City of DeLand Emergency Operations Center for all emergency-related events.
  • Prepares for and attends City Commission meetings as needed.

EDUCATION/EXPERIENCE

  •  Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, or related field and six (6) years of progressively responsible professional related experience.
  • Three (3) years must have been in a senior capacity. -Or- Master’s Degree from an accredited college or university in Human Resources, Business Administration or a related field and five (5) years of experience.
  • Professional human resources certifications preferred.
LANGUAGE SKILLS
    The applicant must have the ability to read and interpret documents such as legal documents, personnel forms, and data sheets. The applicant must also be able to communicate effectively with job applicants, employees and the general public.

REASONING ABILITY
    The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. Applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

OTHER SKILLS AND ABILITIES
  • Knowledge of the specialized principles and practices of public human resources administration, including examination classification, compensation, in-service training and service rating techniques.
  • Thorough knowledge of the qualifications and characteristics of: legal aspects of labor regulations and employment dismissal, affirmative action, EEO law and procedures, worker’s compensation law, unemployment insurance laws and procedures, and health insurance programs.
  • Ability to establish and maintain effective relationships with other City officials, employees and the general public.
  • Ability to present facts and recommendations effectively in oral and written/electronic form.
  • Ability to analyze facts and exercise sound judgment in arriving at conclusions.
  • Displays tact and courtesy.
  • Thoroughness and dependability.

DeLand is also 45 minutes from Orlando and all attractions, 90 minutes from Cape Canaveral and St. Augustine and about 30 minutes away from the Atlantic beaches.

DeLand operates under a commission-manager form of government, which means the commission appoints a professional City Manager to serve as Chief Executive Officer. The City Commission includes a Mayor and four City Commissioners, all elected by voters at-large. They serve four-year terms that overlap to ensure continuity, and there are no term limits. The Mayor leads Commission meetings and represents the city at official events, while the Commission makes decisions about city policies and services, such as economic growth, planning, public safety, parks, utilities, and managing the airport. They also set the city’s budget and tax rates.

The City Commission hires three key officials to help manage city operations: the City Manager, the City Attorney, and the City Clerk. DeLand is known for its stable leadership. For example, recent Mayors have served over 20 years, and the city has had just two City Managers in the last 25 years. The current City Manager, Michael Pleus, has been in his role for 16 years and worked as the Assistant City Manager for eight years before that. Many department leaders and staff members have been with the city for decades, with some employees working 35 to 40 years.

The City of DeLand employs more than 500 full-time staff and has a budget of approximately $131 million for the 2025 fiscal year. This is funded partly by property taxes, with a rate of 6.3841 mills (about $6.38 per $1,000 of taxable property value). The city has low debt and healthy savings, thanks to ongoing efforts to keep costs down.
