Under direction of the Chief Building Official, manage, supervise, assign, review, and participate in the operations and activities of the City’s code enforcement program including implementing City activities related to setting and ensuring compliance with applicable ordinances, codes, and regulations related to zoning, land use, nuisance housing, building and fire codes, health and safety, blight, graffiti, and other matters of public concern; to ensure work quality and adherence to established policies and procedures; to perform the more technical and complex tasks relative to assigned area of responsibility; and to perform other related duties as required.

DUTIES & RESPONSIBILITIES
- Plan, direct, coordinate and review the work plan for compliance staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
- Review and edit work of staff, including letters, reports, logs, evaluations, and other written correspondence.
- Oversee and provide direction in the management and enforcement of all code compliance programs; organize workload and manage priorities.
- Prepare and manage the Section’s budget, including forecasting funds needed for staffing, equipment, materials, and supplies; monitoring and approving expenditures, and implementing adjustments.
- Serve as the City’s representative to interpret municipal code violations and determine public nuisances.
- Manage the development of goals and objectives for programs. Recommend and administer policies and procedures.
- Formulate discretionary judgments and determinations for complex and/or disputed cases.
- Identify opportunities for improving service delivery methods and procedures; develop systems to enhance efficiency; recommend, within departmental policy, appropriate services and staffing levels.
- Respond to and handle difficult compliance cases regarding municipal code provisions and effectively communicate City regulations to City officials and the public relating to building, zoning, land use, planning, and related issues.
- Serve as a liaison for the code compliance section with other divisions, departments, and outside agencies.
- Conduct a variety of organizational studies, investigations, and operational studies as necessary.
- Make public presentations to community groups regarding code compliance; meet with and prepare correspondence to property and business owners.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
- Associate’s Degree from an accredited college or university with a concentration or major in Business or Public Administration, Construction or Property Management or related field is required.
- Three (3) years of directly related experience in municipal code enforcement or similar agency.
- Two (2) years supervisory experience, preferably in a municipal environment.
- A comparable amount of education, training, or experience may be substituted for the minimum requirements.
LICENSES AND SPECIAL REQUIREMENTS
- Possession of a valid Florida driver's license is required.
- Attainment of FACE Certification in Fundamentals of Code Enforcement (formerly Level I); Administrative Aspects of Code Enforcement (formerly Level II); Legal Issues in Code Enforcement (formerly Level III), and Officer Safety & Field Applications (formerly Level IV) required or must be obtained as testing becomes available.

WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may be required to work inside in an office environment or outside in various weather conditions. The employee is regularly required to sit for long periods of time performing repetitive functions and viewing display screens for extended periods of time. The employee may also be required to work outside on uneven surfaces, or in noisy conditions.
