Job Summary:
Develops and implements plans to plant and maintain urban landscaping, park and right-of-way trees and plantings, irrigation systems, and related amenities. This employee plans, organizes, and coordinates the activities of the City's Forestry Programs. The employee enforces tree preservation ordinances and provides and coordinates public and staff forestry educational programs. The employee coordinates landscaping and forestry activities with other divisions, departments, agencies, utilities and the general public.
Job Description:
DUTIES & RESPONSIBILITIES
- Plans and coordinates the development of City ordinances, land development regulations, administrative programs, policies, long range goals, and work procedures.
- Serves as the City's liaison in coordinating staff participation and support of the Tree Advisory Committee.
- Manages the Forestry inventory of all street trees, park trees and trees on other City Property.
- Drafts contracts and specifications, management reports and program proposals for landscaping and forestry activities.
- Reviews land development plans, tree calculations, and landscaping and irrigation plans for conformance with City Land Development Regulations. Participates as a member of the City’s Land Development Technical Review Committee.
- Reviews and issues permits for tree removal, pruning, and maintenance.
- Monitors activities of utility companies, contractors and private citizens in relation to the requirements of the City ordinances.
- Develops and implements a work plan and budget for the maintenance of landscaping on public rights-of-way, parks and forested land.
- Advises public and developers on general tree care procedures.
- Conducts public presentations on the City's beautification and forestry programs.
- Coordinates volunteer support and works with community groups to support the City’s Forestry Program
- Supervises City nursery.
QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS
- High school diploma or general education degree (GED) from a U.S. Department of Education accredited institution is required.
- An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered for minimum requirements.
LICENSES AND SPECIAL REQUIREMENTS
- Possession of a valid Florida driver's license and an acceptable driving record are required.
- Possession and maintenance of certifications in Maintenance of Traffic (MOT), Electrical Hazard Awareness (EHAP), and ISA Arborist Certification are required.
- Tree Risk Assessment and Pruning Prescription Qualifications from ISA are preferred.
PREFERRED SKILLS
- Bachelor’s degree from an accredited college or university with a major in Architecture, Ornamental Horticulture, Urban Forestry or related field is preferred.
- Three years of experience in a management position in Landscape Design and Maintenance or Urban Forestry involving extensive experience with current forestry, irrigation and landscaping principles, practices, inspections and public relations is preferred.
- Florida-Friendly LandscapingTM Certified Professional designation is preferred.
LANGUAGE SKILLS
- Ability to communicate verbally and in writing.
- Ability to establish and maintain effective working relationships with government officials, employees and the general public.
REASONING ABILITY
- Ability to carry out complex instructions furnished in written and verbal form.
- Ability to read and interpret land development plans.
OTHER SKILLS AND ABILITIES:
- Comprehensive knowledge of the principles, methods and practices of urban forestry.
- Ability to prepare annual budget and fiscal reports.
- Ability to schedule and supervise activities in the City Nursery.
- Ability to identify tree species and identify structural and health issues in trees.
- Ability to read site plans and landscape plans.
- Computer skills including MS Word, MS Excel, and MS PowerPoint
- Ability to maintain computerized data bases.
- Ability to react quickly and correctly in emergencies.
- Ability to teach the proper use of tools, equipment and vehicles.
WORK ENVIRONMENT/ADA: This job requires walking, standing, bending, driving and balancing. Employee may work outside in various weather conditions, in or with moving vehicles and/or equipment with heights, radiant energy, electrical energy, grease or oils, solvents and chemicals. Environmental conditions may be dusty or noisy.
